The Swedish Gambling Authority licenses all lotteries, but the municipality can grant permits for so-called registration lotteries, municipal lotteries.

Some lotteries do not require a license or registration. Among other things, no license or registration is required where participation does not require payment of a stake or if it takes place under private conditions with low amounts or for a lottery in a municipality in connection with a public entertainment event.

Municipalities can grant permits for so-called registration lotteries, municipal lotteries. What distinguishes a registration lottery from a lottery that requires a license is primarily the age limit for participation in the lottery, the value of winnings, the total turnover and that registration lotteries may only be provided within the municipality where the association operates.
